US Challenges Russia Over Grozny

James Rubin described Russia`s advance on Grozny as "not in keeping" with

Meanwhile, speaking at Georgetown University in Washington yesterday, Bill
Clinton spoke of his aim to be a part of Russia`s long-term transition into
democracy. "Russia`s transformation has just begun," he said. "It`s
incomplete, it`s awkward, sometime`s it is not pretty, but we have a
